Accessing the Azure Tower
After the ordeal you've been through in the Silver Tower, you can now take a little break by dropping off a lot of the junk you don't need. The portal room at the Priests' Quarters is a good choice. What you really need to have with you is the crystal hammer and the magic dust.
At the Priests' Quarters, find the mouth that originally requested the Mark of Darkmoon. Since you now have it (it is visible on the right hand of each character after removing the readied weapon), the mouth acknowledges and disappears.
Next, you will find a green seal blocking your way. The crystal hammer is the only weapon that will break this seal. Kill the priests that attack you and locate the stairs up to Level 1.
Level 1
If you got tired of killing monsters, this level finally gives you a break - there are none here. The level is quite small and I have nothing much to add to Skid Row's walkthrough (Wayback Machine).
All you need to do here is go through the teleporter at the west end of the level, where you will find a polished shield and a mage scroll of Hold Monster. Then teleport back to the main area and locate the stairs up to Level 2 at the southern end.
